* International Public Policy Forum*



The International Public Policy Forum (IPPF) is the first and only
competition that gives high school students around the globe the
opportunity to engage in written and oral debates on issues of public
policy.

Sponsored by the Brewer Foundation and New York University (NYU), the IPPF
is open to all schools - public and private - for free. It welcomes
students from around the world and across the spectrum of debate and
forensic events. High school teams compete for more than $60,000 in awards
and scholarships. *In addition, the top eight teams earn all-expense-paid
trips to the IPPF Finals in New York City!*



During the 2016-17 competition, students will debate the topic, *"Resolved:
The obligation to provide safe haven for refugees should outweigh a
government’s right to control its borders."*

*How to Participate*



1. Students should work with a debate coach, English or Social Studies
teacher to form a team, then go to www.ippfdebate.com and register by
October 19, 2016. Teams should be comprised of at least three students. If
your school has a large debate team or multiple student groups that are
interested, you may want to register more than one team!



2. After your team registers, begin preparing your qualifying round essay
on the 2016-17 topic, *"Resolved: The obligation to provide safe haven for
refugees should outweigh a government’s right to control its borders.”*



Essays are limited to 2,800 words and may be written from an affirmative or
negative perspective. Visit www.ippfdebate.com to view sample essays and
learn how to format your essay. Essays must be submitted to
ippf at brewerfoundation.com by October 26, 2017.



3. Qualifying round essays will be evaluated by judges and the top 64 teams
will be announced November 15, 2016. Members of these teams earn custom
individual medals and advance to the elimination rounds, where they
continue their participation in a written debate tournament.



Individual matches begin immediately. Essays are volleyed back and forth
via e-mail, with one school affirming the resolution and one negating it.
The essays are again reviewed by judges, and the winning team advances to
the next round. This process continues until the final eight teams emerge!



4. Pack your bags!


The final eight teams earn all-expense-paid trips to the IPPF Finals in New
York City May 5-7, 2017!


In New York, students have the opportunity to participate in an oral debate
competition before some of the world's foremost experts in debate,
business, law and politics. *The winning team takes home a $10,000 grand
prize!*

The 2016-17 IPPF Topic Primer is now available!

Written by Stefan Bauschard, co-founder of Millennial Speech & Debate, the
primer is a valuable tool that helps introduce students to various research
on this year's topic.



It is important to remember, however, that this document does *not*
represent an official declaration of the scope or intent of the topic. In
other words, independent research is highly recommended and valued by the
judges!
